THE AFRICA TRADE FUND WEST AFRICA BORDER INFORMATION CENTERS PROJECT

Borderless Alliance seeks expressions of interest from suitably qualified individuals to serve as Trade Advisor for a Border Information Center to be opened this year at Niangoloko (SouthWestern Burkina Faso border with Cote d’Ivoire).

The Trade Advisor will provide the following services:

1.     Support the free movement of goods across the border in collaboration with Customs administrations, freight forwarders and other stakeholders through :

-      Dissemination of information on trade and transport protocols to traders, transporters, business associations and border stakeholders, as needed.

-      Provision of “hands-on” technical assistance to traders, truckers, etc. in cross border trade.

-      Support training of the private sector and border officials, and implement outreach campaigns on the effective implementation of ECOWAS trade and transport regulations.

2. Work strategically with Ministries, Customs, National Facilitation Committees, Police and other public agencies, business associations, and all stakeholders to implement ECOWAS trade and transport protocols

3.  Monitor and evaluate the use of the BIC by stakeholders and its impact on border crossing times, cost of crossing and volume of trade.

4.  Provide regular reports on the activities conducted by the BIC to the Management of Borderless Alliance.

5. Collect trade data and information

Borderless Alliance now invites eligible individuals to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.)

The West Africa Border Information Centers Project is supported by the African Development Bank. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Rules and Procedure for recruitment of consultants by the Borderless Alliance. The procedures for deriving the determining the short list and the outcomes shall be forwarded to the Bank for review and clearance.

The estimated duration of services is 18 months and the estimated starting date is August/September 2017.
