(RECRUITMENT OF CONSULTANT TO CONDUCT BASELINE STUDY AT NIANGOLOKO BORDER CROSSING)

Borderless Alliance seeks expressions of interest from suitably qualified individuals to conduct a study to determine a base line analysis of transaction times and costs, current clearance procedures and causes of delays at Niangoloko border (South-Western Burkina Faso border with Cote d’Ivoire).

The Consultant will provide the following services:

-    Conduct Interviews with private stakeholders identified at the borders as well as with key public sector border officers: customs, police, gendarmerie, immigration, shippers' councils, health workers, forwarding agents, sanitary and phytosanitary agents, etc.

-    Clearly outline all key procedures and costs involved in clearing import, export mad transit goods at the border and identify delays in the process.

-    Perform an analysis of trade transactions in order to establish a baseline of processing times, costs and delays

-    Outline challenges in border crossing especially with regards to ECOWAS Trade Liberalization Scheme (ETLS) registered goods.

-    Recommend actions to streamline the border crossing process

-    Analysis of impact of expedited clearance procedures

-    Develop an M&E plan for trend monitoring and impact analysis over the course of the project.

-    Provide a comprehensive report on baseline time and costs of border procedures, delays, challenges and recommendations to streamline procedures.

Borderless Alliance invites eligible individuals to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.)

The West Africa Border Information Centers Project is supported by the African Development Bank. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Rules and Procedure for recruitment of consultants by the Borderless Alliance. The procedures for determining the short list and the outcomes shall be forwarded to the Bank for review and clearance.

The estimated duration of services is one month and the estimated starting date is 1st September 2017.
